Cogent found an issue on their side, and made a change in configuration. We appear to back online. Please use portal to update of any continuing outages/issues.

At this time, we have had 18 hours of downtime on the 23.165.0.0/24 and about 12 hours of downtime on 38.83.60.0/23 subnets.
